The basic assumption is that no first responders (fire, ems, police, utilities) will be available immediately following an emergency.

It's only been a few years since local disaster/emergency response expanded into neighborhoods. Hurricane Katrina brought focus to a number of disaster-related issues both top-down (FEMA) and bottom-up (neighborhood).

Information about regional readiness and individual readiness emerged however it wasn't until recently that neighborhood programs were developed and made simple enough for relatively easy implementation.
